I lived in Chelsea for many years and our tar beach was the perfect place to see the city in repose. A martini on a soft summer evening with the skies full of planes and zeppelins okay not zeppelins but a stray sporting event airship) was great entertainment. The view from the roof was almost always better than the view from the street. Climbing the water tower was reserved for after party revels.
